Task Force Harrier is a 2D vertically-scrolling shooter where players pilot a Harrier V fighter plane to defend the world from a hostile communist military force in Russian territory. The game features two primary weapon types: one for aerial targets like planes and helicopters, and another for ground enemies such as tanks and turrets, similar to gameplay in Xevious. Players can collect power-ups to enhance their firepower and acquire escort fighters, whose formation can be changed to alter shot patterns and maneuvering speed. The game includes a cooperative 2-player mode. Each level is divided into two phases, with the second phase focusing on bombing missions where destroying all ground targets yields a significant point bonus.
